Consumer Rights in Fujairah
Where to complain when there is no portal

Your rights in Fujairah are the same as anywhere onshore in the UAE — Federal Decree-Law No. 5 of 2023 on Consumer Protection applies in full. What is different is the plumbing: unlike Dubai or Ajman, Fujairah publishes no online consumer complaint form. This guide sets out the routes that do work, so you are not filling in a Dubai portal that will reject you.

Who protects consumers in Fujairah

The economic regulator in the emirate is the Fujairah Department of Industry and Economy, established by Emiri Decree No. 3 of 1980. It licenses and supervises businesses in Fujairah and is the local body for a dispute with a Fujairah-licensed trader.

Its published contact number is 09 224 2111, and it works Monday to Thursday 07:30–15:30 and Friday 07:30–12:00. Those hours matter more here than in other emirates: with no online form, a phone call inside the working week is the route, and a Saturday problem waits until Monday.

The Fujairah Government contact centre is 800 385 if you are unsure which department you need.

There is no Fujairah consumer complaint portal

This is the single most useful thing to know, and the reason most online advice sends Fujairah residents in circles.

The best-known consumer complaint site in the UAE is consumerrights.gov.ae. It is run by Dubai Department of Economy and Tourism, and its own conditions require that “the establishment must be licensed by DET in Dubai and fall within the Department’s jurisdiction”. The process includes an explicit jurisdiction check. A Fujairah consumer who registers there and submits against a Fujairah-licensed shop will be turned away at that step, having lost a week.

Do not rely on consumer guides quoting an older Fujairah departmental email on an emirates.net.ae address, either — that generation of contact details has been superseded.

Dubai’s site also carries a standing warning that unofficial websites impersonate UAE consumer protection services and ask for personal details or payment. No legitimate UAE consumer complaint channel charges a consumer a fee to file.

The routes that do work

  • Step 1 — The trader, in writing. In an emirate without an online form this matters more, not less: a written demand and the trader’s reply is the evidence any later route will ask for. Keep the invoice.
  • Step 2 — The federal Ministry. The Ministry of Economy & Tourism takes consumer complaints nationally on its unified number 800 1222 (also a WhatsApp line) and through its own portal at moet.gov.ae. For Fujairah this is the practical primary route, not a fallback. Its consumer protection function covers unfair pricing, defective goods and misleading advertising wherever in the UAE the trader is licensed.
  • Step 3 — The Department of Industry and Economy. Call 09 224 2111 within working hours for a dispute with a Fujairah-licensed business, particularly where you want an inspection rather than money back.
  • Step 4 — Fujairah Municipality for counterfeit and unsafe goods. The Municipality runs the inspection campaigns in the emirate and reported seizing more than 900 counterfeit products in the first half of 2026. A fake-goods report belongs there, not with a consumer mediation channel.
  • Step 5 — Court. See below.

What you are actually entitled to

The absence of a portal does not reduce your rights. Federal law gives you:

  • A minimum two-year warranty on most manufactured goods, covering manufacturing and material defects and non-conformity with the stated specification.
  • The six-month presumption — a defect appearing in the first six months is presumed to have existed at sale, and the seller must prove otherwise.
  • Repair, then replacement, then refund where repair or replacement is impossible or is not completed in a reasonable time.
  • The displayed price in AED, with no undisclosed fees and no fictitious discount.
  • Pre-contract disclosure on distance sales, and a right to cancel and be refunded on significant delivery delay.

There is no change-of-mind return right in UAE law; that depends on the retailer’s displayed policy.

Escalating to court from Fujairah

Fujairah follows the federal judicial system, along with Sharjah, Ajman and Umm Al Quwain; only Abu Dhabi, Dubai and Ras Al Khaimah maintain their own judicial departments. An unresolved consumer claim is therefore filed in the federal court of first instance, with appeal through the federal Court of Appeal and ultimately the Federal Supreme Court.

In an emirate with no administrative complaint portal, the court route carries proportionally more weight — and so does a letter before action. For a vehicle, a major appliance, a building or fit-out job or a service contract, a demand letter from counsel setting out the statutory warranty position and the next step frequently resolves the matter without a filing fee.

Frequently Asked Questions

How do I file a consumer complaint in Fujairah?

Fujairah publishes no online consumer complaint form. Put the complaint to the trader in writing first, then use the Ministry of Economy & Tourism's unified consumer number 800 1222 — which is the practical primary route for Fujairah — or call the Fujairah Department of Industry and Economy on 09 224 2111 within working hours, Monday to Thursday 07:30–15:30 and Friday 07:30–12:00.

Can I use consumerrights.ae for a Fujairah complaint?

No. That address now resolves to consumerrights.gov.ae, which is run by Dubai Department of Economy and Tourism. Its conditions require the establishment to be licensed by DET in Dubai and within the Department's jurisdiction, and the process includes a jurisdiction check — a complaint against a Fujairah-licensed trader will be rejected at that step.

Who handles counterfeit goods in Fujairah?

Fujairah Municipality runs the inspection campaigns in the emirate and reported seizing more than 900 counterfeit products in the first half of 2026. Report fake or unsafe goods there rather than through a consumer mediation channel, which is designed to recover your money rather than remove the product from sale.

Does Fujairah have its own courts?

No. Fujairah follows the federal judicial system, along with Sharjah, Ajman and Umm Al Quwain; only Abu Dhabi, Dubai and Ras Al Khaimah maintain their own judicial departments. An unresolved Fujairah consumer claim is filed in the federal court of first instance, with appeal ultimately to the Federal Supreme Court.
