Consumer Rights in Ajman
The Ajman DED complaint route

Ajman is one of the few emirates outside Dubai with a free online consumer complaint service and a published turnaround — four working days. Your underlying rights come from Federal Decree-Law No. 5 of 2023 on Consumer Protection; the route to enforce them runs through the Department of Economic Development in Ajman. This guide covers that route, and the six categories of dispute it will refuse.

Who protects consumers in Ajman

Consumer protection in Ajman is enforced by the Department of Economic Development — Ajman (Ajman DED), through its control and consumer protection section. It handles complaints against traders holding an Ajman licence, mediates with the trader, and can fine or close businesses that breach the law.

The complaint is filed on the department’s own e-services portal (eservices.ajmanded.ae), and the department’s call centre is 800 70.

Ajman DED reported 3,008 consumer complaints in the first quarter of 2026, answering 97.2% of them within its service deadline (Emirates News Agency, April 2026). It is an active channel, not a dormant one.

How to file a consumer complaint in Ajman

The service is free, and the department publishes a delivery duration of four working days.

  • Step 1 — Put it to the trader in writing. Keep the invoice, the chat or email thread, and any advertised price or promise you are relying on.
  • Step 2 — File the complaint online. Use the Consumer Protection → Request for Complaint service on eservices.ajmanded.ae. You must attach the purchase invoice or the contract — the document proving the commercial relationship is the one condition most refused complaints fail.
  • Step 3 — Mediation. The department contacts the trader and works towards a settlement.
  • Step 4 — Court. If mediation fails, the claim goes to the federal court of first instance (see below).

Two neighbouring channels on the same portal are easy to confuse: Narsud Maan (“submit a note”) is for reporting a concern rather than claiming a remedy, and Fraud Complaint Request is for trademark and commercial-agency infringement, not a consumer purchase.

Six disputes Ajman DED will not take

This is the part worth reading before you file. The department’s own service conditions exclude complaints relating to:

  • Tourism activities — hotels, tour operators and travel agents.
  • Real estate activities — brokers, landlords, developers and service charges.
  • Banks — which are supervised by the Central Bank of the UAE, not an emirate department.
  • Insurance companies — also a Central Bank matter since the insurance authority was merged into it.
  • Contracting — building and fit-out contractors.
  • Recruitment offices for domestic workers.

A complaint in any of those categories is not a complaint without a remedy — it is a complaint with a different regulator, and filing it in the wrong place costs weeks. A bank or insurance dispute goes to the Central Bank’s Sanadak consumer channel; a tenancy or service-charge dispute to the Ajman rent committee; a construction dispute is usually a contractual claim rather than a consumer one.

The second condition that trips complaints up: the trader’s licence must have been issued in Ajman. A shop in Sharjah that happens to have an Ajman branch sign is not within Ajman DED’s jurisdiction — check the licence on the invoice before filing.

What you are actually entitled to

The remedies come from federal law and are the same in Ajman as anywhere onshore in the UAE:

  • A minimum two-year warranty on most manufactured goods, covering manufacturing and material defects and non-conformity with the stated specification.
  • The six-month presumption — a defect appearing in the first six months is presumed to have existed at the time of sale, and it is for the seller to prove otherwise.
  • Repair, then replacement, then refund, in that order; a seller cannot cycle between repair and replacement indefinitely.
  • The displayed price in AED, with no undisclosed fees and no fictitious “sale” discount.

There is no change-of-mind return right in UAE law. That depends entirely on the retailer’s displayed policy, and it is separate from the statutory rights above, which apply whatever the store policy says.

Escalating to court from Ajman

Ajman does not have its own judiciary. Under the UAE Constitution each emirate may keep a local court system or join the federal one, and Ajman follows the federal judicial system — as do Sharjah, Fujairah and Umm Al Quwain. Abu Dhabi, Dubai and Ras Al Khaimah are the three emirates with their own courts.

In practice that means an unresolved Ajman consumer claim is filed in the federal court of first instance, with appeal through the federal Court of Appeal and ultimately the Federal Supreme Court rather than a local court of cassation. For a small claim the economics usually favour pressing the mediation; for a substantial one — a vehicle, a major appliance, a service contract — the court route is realistic and a demand letter from counsel often resolves it first.

Frequently Asked Questions

How do I file a consumer complaint in Ajman?

File it free of charge on the Ajman Department of Economic Development e-services portal (eservices.ajmanded.ae) under Consumer Protection — Request for Complaint, attaching the purchase invoice or contract. The department publishes a four-working-day turnaround and its call centre is 800 70. Raise the issue with the trader in writing first.

How long does an Ajman consumer complaint take?

Ajman DED publishes a delivery duration of four working days for the consumer protection complaint service, and reported answering 97.2% of complaints within its service deadline in the first quarter of 2026. Mediation with the trader can run longer than the initial response.

Which complaints will Ajman DED refuse?

Its service conditions exclude tourism and real estate activities, banks, insurance companies, contracting, and domestic-worker recruitment offices. Those belong to other regulators — bank and insurance disputes to the Central Bank's Sanadak channel, tenancy matters to the rent committee. The trader's licence must also have been issued in Ajman rather than another emirate.

Does Ajman have its own courts?

No. Ajman follows the federal judicial system, along with Sharjah, Fujairah and Umm Al Quwain; only Abu Dhabi, Dubai and Ras Al Khaimah maintain their own judicial departments. An unresolved Ajman consumer claim is therefore filed in the federal court of first instance, with appeal ultimately to the Federal Supreme Court.
